On 22 October the Central Bank of Ireland reprimanded Coinbase Ireland and fined it €3,252,618. From 1 November 2020 to 19 August 2025 the firm broke rules on safeguarding customer money and on outsourcing. The dedicated account meant to hold customer funds was underfunded for long periods. Coinbase Ireland admitted the breaches.

Por qué te importa

Customers use Coinbase Ireland to swap euros for e-money and spend it on crypto. The rule is simple: customer money sits apart and in full, so it can be returned whatever happens to the firm. The regulator says it has no tolerance for weak safeguarding.

Qué revisar y vigilar

The High Court of Ireland still has to confirm the fine. Coinbase says it reported the issues itself and that no customer lost money or lost access to it. If you use an exchange, check who holds your money and where.

On 22 October 2026 the Central Bank of Ireland announced sanctions against Coinbase Ireland Limited: a reprimand and a fine of €3,252,618. The regulator first set the penalty at €4,646,597. A 30% settlement discount brought it down to the final figure. The two sides settled on 21 October. The sanctions take effect once the High Court confirms them.

What is Coinbase Ireland? It is an e-money firm in the Coinbase group, which runs one of the world's largest crypto trading platforms. It issues and redeems e-money in exchange for regular money. Customers use that e-money to buy crypto on the Coinbase platform.

What went wrong? The regulator lists three failures. First, the firm relied too much on the US-based Coinbase group, to which it outsourced the work of safeguarding customer funds. Coinbase Ireland itself lacked enough people with the right skills to oversee that work. Second, because of weak system design and too little control testing, the account meant to hold customer funds was underfunded for long periods. Third, the firm did not tell the regulator about material changes to its safeguarding. The breaches ran from 1 November 2020 to 19 August 2025. Coinbase Ireland admitted them.

Karen O'Leary, the central bank's Director of Enforcement, said payment and e-money firms have a fundamental duty to fully safeguard customer funds. She said the regulator has no tolerance for weak safeguarding, and that failing to keep promises made during authorisation is completely unacceptable.

Coinbase's side. A company spokesperson told Reuters that Coinbase self-reported the issues and that no customers suffered financial loss or were unable to access their funds. The spokesperson said the issues largely arose while Coinbase was protecting customers during periods of significant disruption.

This is not the group's first fine in Ireland. According to LeapRate, on 6 November 2025 another group company, Coinbase Europe, was fined €21,464,734 for anti-money laundering failures. For the regulator this is its 164th enforcement outcome, and its total fines now exceed €432 million.

What follows from this? Our reading: at a licensed exchange, customer money must sit apart and in full, and regulators do check. Whatever exchange you use, it helps to know which of its companies holds your money and which regulator oversees it. This is not investment advice.
