France's National Assembly approved amendment I-2701 to the 2027 budget on November 3, by 150 votes to 44 with 8 abstentions. People who hold crypto themselves, not on an exchange, would have to report the wallet to the tax office if it holds 100,000 euros or more on December 31.
Por qué te importa
Today France mostly sees crypto held on exchanges and other providers. This amendment targets hardware and other self-custody wallets. If you are a French tax resident with a large self-held balance, it could apply to you.
Qué revisar y vigilar
It only becomes law if it stays in the final budget text. Per Cointelegraph, the Assembly must finish its first reading by November 17 and the Senate starts debate on November 20. This is an overview, not tax advice.

What happened. On November 3, France's National Assembly adopted amendment I-2701 to the 2027 finance bill in a public vote. Of 202 deputies voting, 150 were for, 44 against and 8 abstained. Charles de Courson and six other deputies from the LIOT group filed it.
What the text says. The amendment adds to article 1649 bis C of the tax code. People and entities that already have to declare crypto accounts held abroad would also have to declare wallets they hold directly, without a crypto service provider such as an exchange or custodian. The threshold is a total value of 100,000 euros or more on December 31 of the tax year.
Why the authors want it. The explanatory note says crypto can be a significant channel for tax fraud. It cites 3.5 billion euros of crypto gains in 2021, while only 400 million euros of holdings were declared that year. The authors say a missing declaration could cost a fine of up to 10,000 euros.
What comes next. For now this is a proposal. It only becomes law if it is kept in the final budget. Per Cointelegraph, the Assembly must finish its first reading by November 17 and the Senate begins debate on November 20. The outlet also reports that the vote on the revenue part of the budget has been postponed twice, and if that part is rejected, adopted amendments could fall with it.
Also this week. Lawmakers rejected an amendment that would have exempted gains on crypto payments for goods and services up to 1,000 euros a year. This is also per Cointelegraph, citing the session transcript.
What we don't know. Whether the amendment survives in the final law. How the tax office would check wallets that only the owner controls. Which price is used for the December 31 value, and whether NFTs and stablecoins count toward the threshold.
