UK to give its state lenders £20.4bn to fund businesses and projects

The UK Treasury will give £20.4bn to two state development banks. The money is borrowed, but on paper it does not break the fiscal rules.

Qué pasó

The UK Treasury told the Financial Times that the 28 October budget will add £20.4bn of capital to two state lenders. The National Wealth Fund, which invests in infrastructure and energy, gets £15.4bn. The British Business Bank, which helps small firms get finance, gets £5bn. The money comes over roughly five years.

Por qué te importa

The money will be borrowed, so the government will sell more bonds. The Treasury says this does not worsen its main debt measure, because the lending creates assets in return. For sterling and gilts this is the first real piece of the budget markets can price.

FT article

Britain has two state development banks. The National Wealth Fund (NWF, formerly the UK Infrastructure Bank) invests in big projects such as energy and supply chains, and is helping finance the Sizewell C nuclear plant. The British Business Bank (BBB) helps small and growing companies get loans and investment.

According to the FT, the NWF gets £15.4bn, which the Treasury says lets it keep lending at its current pace until 2030-31. Of that, £2bn goes to a new renewables-focused Energy Wealth Fund. The BBB gets £5bn, lifting its capacity from £25.6bn to £30.6bn.

The Treasury says the money will help create and support about 100,000 jobs by 2035 in AI, defence and green energy. That is the department's forecast, not a result.

The money is borrowed. Borrowing for the NWF starts in 2028-29 and builds up gradually to around 2031-32, so officials do not expect it to unsettle the bond market. The Treasury says the borrowing is neutral for public sector net financial liabilities, the measure behind its second fiscal rule, which must start falling as a share of GDP by 2029-30. The logic: every pound lent out creates an asset on the state's books.

This is part of the budget Chancellor John Healey presents on Wednesday, 28 October. The FT says it is also expected to include help with energy and fuel costs, relief for small businesses and higher taxes on banks and gambling.
