Qué pasó
On 22 October Trump signed a determination under Section 303 of the 1950 Defense Production Act. Oil production, refining, pipelines, storage and marine terminals are now deemed essential to defence. The Secretary of War may buy, commit and finance.
Por qué te importa
The goal is cheaper fuel. Brent is near $113 and WTI near $99, close to their highest since early May. Expensive fuel means pricier delivery and flights and sticky inflation.
Qué revisar y vigilar
Which companies and sums this covers: the document names none. Whether petrol prices move before the 3 November election. And where oil goes.
The Defense Production Act was passed in 1950. It lets the president back industries that defence cannot do without. Section 303 covers exactly that: purchases, commitments to buy and financial support.
The White House document dated 22 October says domestic oil production, refining and logistics are resources essential to national defence. That includes exploration and production, pipelines, storage and marine terminals. According to the text, without federal help the industry cannot add capacity in time because of tight financing, long lead times, permits, and bottlenecks in infrastructure and supply.
The Secretary of War is directed to carry it out. He may make purchases, commitments and use financial instruments. The document names no projects and no amounts. Reuters notes that last year Trump signed a law that set aside $1bn under this act for energy projects. And last week Vice President Vance said the act would be used to expand a Delek US refinery in Texas.
The backdrop is expensive fuel. According to Investing.com, early on Friday in Asian trading Brent was about $113 a barrel and WTI about $99. Both are close to their highest since early May and up about 3% for the week. Reuters writes that rising prices are a risk for Republicans in the 3 November congressional election.
Do not expect a quick fix. New wells and plants take years to build, so a move like this rarely makes petrol cheaper fast. But it could support US oil and pipeline stocks if real money follows.
