Olive oil: Spain keeps 12% off the market. What it means for prices

Olive oil got cheaper at Spanish mills after a big harvest, so Spain now orders them to store 12% of output until September 2027.

ماذا حدث

On November 6 Spain published a decision in its official gazette, the BOE: every olive mill must store 12% of the oil it produces and not sell it until September 30, 2027. The ministry puts the volume at about 188,000 tonnes. The rule counts from November output. There is no compensation for storing.

لماذا يهمك

By the ministry's estimate Spain makes about 45% of the world's olive oil, though the share changes from harvest to harvest. A big harvest was already pushing prices down: at mills in Andalusia oil lost about 15% since early September. What happens to shelf prices is not known yet. Experts disagree on whether the measure will help.

ماذا تتحقق منه وتراقبه

Watch for any change to the order: it can be revised from December 31, 2026. Watch mill prices in Andalusia and Italy, and the European Commission's reaction. This is an overview, not advice.

What Spain decided. The decision of the Directorate-General for Agricultural Production and Markets is dated November 4 and was published in the BOE on November 6. It took effect on publication. Every mill must keep 12% of its monthly declared production in storage, on its own premises or someone else's. The rule counts from November output, and October is excluded. The mill chooses which category of oil to set aside. The oil must stay off the market until September 30, 2027.

Why now. The measure switches on when opening stocks plus forecast output reach at least 120% of the average for the previous six seasons. Opening stocks were 357,040 tonnes, up 23.3% on the previous season. Forecast output is 1,602,596 tonnes, up 23%, the fourth-largest harvest on record in Spain. The threshold was passed. By the rules the share withheld cannot exceed 20% of forecast output. This is the first time Spain has used the measure.

Prices right now. In the week to November 1, oil at mills in Andalusia averaged €2.93 a kilogram, about 15% less than in early September. That is regional government data, quoted by the FT. According to El País, Spanish producers were getting about €3 a kilogram for extra virgin oil in early November, against about €4 a year earlier. In Italy, the second-largest producer, extra virgin oil averaged €5.18 a kilogram in the last week of October: almost 38% less than a year earlier, but more than 8% up on the week before (Ismea data).

The critics. The trade group Anierac calls the measure over-simplistic: it is temporary and applies only in Spain, while the market is global. The competition regulator CNMC warned in October that it could do serious harm to competition and consumers by limiting the quantity, quality and variety of supply. Kyle Holland, an analyst at Expana, noted that oil degrades in storage and big buyers already have stock, so there may be no quick effect on prices. The ministry says the measure is meant to protect farmers' profitability and buyers, and to give the market more stability.

What we don't know. How the decision will show up in shop prices is unknown: other factors matter too. The European Commission had not answered the FT's request when it published. EU law allows oil to be withheld if the measure is proportionate and does not distort the market. It is also unclear whether Spain will change the share: the ministry allows a review from December 31, 2026.
