Indonesia gas cut to Singapore: about 8% of pipeline supply

Indonesia gas exports to Singapore are down by 31 million standard cubic feet a day, about 8% of pipeline supply, and both sides read the contract differently.

Qué pasó

Since October 24, Indonesia has cut pipeline gas to Singapore by 31 million standard cubic feet per day (MMSCFD). Energy Minister Bahlil Lahadalia says that is about 8% of the 409.55 MMSCFD supplied daily. Jakarta says the cut stays within the minimum in its contract.

Por qué te importa

Singapore makes about 95% of its electricity from gas. Its officials say the cut is under 2% of daily gas demand and that replacement supply, including LNG (liquefied natural gas), is available. The real question now is trust in pipeline contracts.

Qué revisar y vigilar

Watch for a breach finding by Singapore's gas importer, any further cuts, and talks between the two governments. The contracts run to the end of 2028. This is an overview, not advice.

What happened. Since Saturday, October 24, Indonesia has sent Singapore 31 million standard cubic feet per day (MMSCFD) less pipeline gas. Energy Minister Bahlil Lahadalia said this is about 8% of the 409.55 MMSCFD supplied each day and that the volume stays above the minimum in the contracts. The cut hits gas from the Natuna Sea and Sumatra.

Why Indonesia says it did it. Bahlil cited maintenance shutdowns and rising domestic demand, including gas for power plants and for industry that uses gas as feedstock. On October 29 he said exports could rise again once needs at home are met. Indonesian authorities have not publicly linked the cut to the haze dispute with Singapore.

How big it is for Singapore. Natural gas makes about 95% of Singapore's electricity. Its officials say the cut is under 2% of daily gas demand and that replacement supply, including LNG (gas cooled to a liquid and shipped), is available. Prime Minister Lawrence Wong said on October 25 that the supplies are covered by commercial contracts and that the importer will take the necessary steps to protect its rights. Minister Tan See Leng said Singapore's gas importer will ask its suppliers whether a breach occurred and pursue commercial remedies if one is established.

What the row is about. The two sides stress different things. Indonesia points to the contract minimum. Singapore stresses that commitments must be honoured. The contract terms are not in the sources we read, so we cannot say who is right. On October 28 President Prabowo Subianto met Singapore Foreign Minister Vivian Balakrishnan. Singaporean officials say the supply contracts run to the end of 2028.

The LNG claim. Bahlil said he suspects Singapore resold some Indonesian LNG to other countries. This is his suspicion, not an established fact. Singapore's Ministry of Energy, Trade and Industry (MTI) replied that Indonesian pipeline gas is used only inside Singapore, and that LNG cargoes of Singapore-based traders typically move straight from the origin to the buyer without passing through Singapore.

Why it matters to you. Gas is the base fuel for power in a major trade and finance hub. How this ends will show buyers how reliable pipeline contracts between neighbours are. That is our view. IDNFinancials reports that the Platts JKM spot LNG benchmark rose 9.24% to US$32.84 per million British thermal units (MMBtu) since the restrictions began. That does not prove the cut was the cause. This is an overview, not advice.

What is not known. Whether the contract was breached. Whether the cut is temporary. Whether more cuts will come. Whether there is evidence of LNG resale.
