What changed. The Ministries of Industry and Trade and of Finance set new petrol prices from 00:00 on November 1, 2026, Vietnam time (17:00 UTC on October 31). Maximum retail prices as reported by Dân trí, VnExpress and VOV: E5 RON 92 costs 24,220 dong a litre (down 1,800) and E10 RON 95-III 24,150 dong (down 1,580). According to VOV, E10 RON 95-V also fell by 1,580, to 24,950 dong. Other fuels did not move: diesel 30,240 dong a litre, kerosene 30,650 dong a litre, fuel oil (mazut) 23,590 dong a kilogram.
The official numbers. The Ministry of Industry and Trade's own notice gives slightly different caps: E5 RON 92 not higher than 24,223 dong (down 1,804) and E10 RON 95-III not higher than 24,159 dong (down 1,575). The sources do not explain the few-dong gap to the press prices. We could not read the Petrolimex price table, because it was published as an image.
Why. The cause is a tax. On October 31 the government issued Resolution 45/2026/NQ-CP, which sets the special consumption (excise) tax on all petrol at 0%. It runs from November 1, 2026 to March 31, 2027. Before this, the rate was 8% for E5 and 7% for E10. The Ministry of Industry and Trade can propose shortening or extending that period. Petrolimex says it changed prices in line with the resolution and with the movement of world finished-fuel prices in the pricing cycle.
World oil is going the other way. Reuters, as cited by Dân trí, reported that Brent futures rose 2.4% to $117.64 a barrel on October 30, the highest in about six months, on fears of supply disruption in the Middle East. Brent gained 13.6% over October. So this cut is better read as a tax effect. That is our reading. The ministries also put no money into the petrol price stabilisation fund and took none out this round.
A few days earlier, petrol had gone up. From 15:00 on October 29, according to VOV, E5 RON 92 rose to 26,020 dong a litre and E10 RON 95-III to 25,730 dong.
For comparison. The ministry published neighbouring prices for October 31: Thailand 32,550 dong a litre (government subsidised), Cambodia 32,010 (government subsidised), China 36,125, Laos 48,276. Vietnam is not higher than 24,159.
Electricity. From November 1, EVN also cut its average retail electricity price by 2%, to 2,159.90 dong per kWh before VAT. VnExpress calls it the first cut in nearly 20 years, not counting Covid-19 relief. Deputy Prime Minister Nguyễn Văn Thắng said the electricity cut together with the 0% petrol excise gives about 0.07 percentage points of room to control inflation, against a 4.5% target.
