发生了什么

The UN biodiversity conference COP17 ended in Yerevan on October 31. Countries adopted a decision called the Yerevan Pathway. It responds to the first review of the global nature plan agreed in Montreal in 2022. The world is off track on almost all of its 23 targets.

为什么和你有关

The decision is about money and the economy. Countries agreed to speed up cutting nature-harming subsidies by at least $500 billion a year by 2030 and to align national budgets with nature goals. About $2 billion in new funding was announced at the conference.

要核实和关注什么

The key question is whether pledges reach budgets. The $200 billion a year finance goal is still far away. The next conference, COP18, will be in Ecuador in 2028.

What was adopted. The two-week conference in Yerevan covered COP17, the meeting of parties to the Convention on Biological Diversity, plus meetings under its two protocols. The convention's secretariat says nearly 50 decisions were adopted. The main one is the Yerevan Pathway. It answers the first global review of the Kunming-Montreal Global Biodiversity Framework, a plan with 23 targets for 2030. The review drew on the State of Biodiversity Action report, which found the world is off track to meet them.

Where to speed up. The Yerevan Pathway sets priorities through 2030: cut subsidies and incentives that harm nature, raise financial, scientific and technical support for developing countries, align national budgets and economic decisions with the framework, and strengthen monitoring and reporting. Reuters reports that countries agreed to accelerate work toward the existing target of reducing harmful incentives by at least $500 billion a year by 2030.

Money. The Montreal plan aims to mobilise $200 billion a year for nature. The secretariat counted nearly $2 billion in new pledges at the conference: $560 million under the GEF-9 replenishment and its fund, $500 million through the Species Recovery Alliance and over $330 million through the Value Nature Fund for private capital. Reuters, citing organisers, puts the total at more than $1.8 billion. The Asian Development Bank launched a biodiversity bond and investment incubator. Countries also agreed to review current funding arrangements and set criteria for a future permanent financing mechanism.

What else. Parties agreed rules for a new permanent body on the role of indigenous peoples and local communities, named the Sevan Guidelines. UN figures cited by Reuters show nearly 90% of parties have set national targets, but fewer than half of those assessed are on track.

Why markets should care. COP17 decisions do not bind companies directly. But subsidy cuts and budgets tied to nature goals could over time affect farming, fishing, forestry and the green bond market. This is our reading. The next conference, COP18, will be held in Quito, Ecuador, in 2028.
