What happened. The FCA took legal action against HTX in October 2025 for breaking UK financial promotion rules. The regulator says the exchange repeatedly failed to engage. After proceedings began, HTX took steps to exit the UK. The two sides have now settled, and the High Court has recorded the exchange's undertakings.
What the exchange promised. Huobi Global S.A. undertook not to knowingly communicate, directly or indirectly, any financial promotion in breach of section 21 of the Financial Services and Markets Act 2000. That covers the HTX website, apps and social media. HTX will not target, solicit or actively seek UK consumers.
What it means for users. The FCA says HTX is no longer active in the UK: deposits are closed and new UK users cannot sign up. It tells UK users to read HTX's notice on withdrawing any remaining assets. Decrypt, citing the exchange's website, reports that existing UK customers are blocked from trading and have 48 hours to withdraw before their accounts close.
Why it matters more widely. According to Decrypt, this was the FCA's first case against a crypto firm under financial promotion rules. Steve Smart, the FCA's executive director of enforcement and market oversight, said being based overseas does not put firms beyond UK law. The settlement terms are confidential and are not an admission of liability.
