Por que importa para você
Italy is the EU's third-largest economy. Per Reuters, the deficit is set to rise to 3.4% of GDP in 2027 from 2.9%, above the EU's 3% ceiling. That matters for Italian bonds, bank shares and the euro. Middle earners get an income tax cut worth up to €500 a year.

What happened. On 28 October Italy's cabinet approved the budget bill for 2027. Meloni told a news conference it is her government's fifth budget and is worth about €26 billion. Per Reuters, it is the last budget before an election due next year.
Who pays. The financial sector, banks and insurers, will provide about €5 billion or more. That includes a higher tax on financial transactions, the so-called Tobin tax. Small cooperative banks get relief through a €90,000 allowance. Gambling firms will provide €700 million. Per Reuters, energy firms will also provide €700 million.
Bank tax rates. Per Reuters, the IRES corporate tax rate rises from 27.5% to 30.5% for banks and from 24% to 27% for insurers. Deputy Economy Minister Maurizio Leo said the tax was designed to avoid hitting banks' capital ratios.
Who gains. The 33% income tax bracket is extended to €55,000 a year, worth up to €500 a year. Pensioners over 75 with a pension up to €28,000 get a €300 voucher. Per Reuters, the self-employed will pay 15% on income up to €100,000, up from €85,000. A new €1 billion cheaper-energy scheme targets small and medium firms.
Deficit. Per Reuters, the deficit is set to reach 3.4% of GDP in 2027, up from 2.9% expected in 2026. Italy will fund about half of the measures through the EU's National Escape Clause, which allows higher deficits for defence and green investment. Ministries will cut spending by about €1 billion.
