发生了什么
On November 2 at ADIPEC in Abu Dhabi, ADNOC, G42 (through its unit Inception42) and OpenAI signed an agreement. ADNOC will be the first energy company to deploy OpenAI's frontier technology. In all, the Abu Dhabi Media Office reports four agreements: also with the government, the Mubadala fund, and a five-year one with Inception42.
为什么和你有关
It puts money and energy in one story. A state oil and gas company is pulling AI into investment and commercial decisions, and OpenAI digs deeper into the Gulf. No amounts, payment terms or volumes appear in the sources, so the size of the deal cannot be judged.

Watch whether the parties disclose amounts and timing, and OpenAI's funding round that includes Abu Dhabi's MGX. This is an overview, not advice.

What was signed. The Abu Dhabi Media Office reports four agreements between Abu Dhabi entities and OpenAI, across government, energy and investment. They were signed after Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan met OpenAI CEO Sam Altman.
Energy. ADNOC, G42 (through its subsidiary Inception42) and OpenAI signed an agreement that makes ADNOC the first energy company to deploy OpenAI's frontier technology. AI capabilities will be built into the company's operations to make operational, investment and commercial decisions better connected. It runs on GPT models, with computing done on infrastructure inside the UAE. Altman said the models would take on ADNOC's "hardest, most valuable problems".
Government and investment. The Abu Dhabi Government and OpenAI launched Machine-Readable Government: a set of rules is turned into machine-readable form, and AI helps officials check compliance, for example when issuing permits. The first pilot is already running with the agriculture and food safety authority, focused on food imports. Final decisions stay with people. Mubadala, Inception42 and OpenAI signed an agreement to use AI for investment analysis, finding opportunities and assessing risk.
The five-year deal. Inception42 and OpenAI agreed to support AI adoption across government, enterprise and education in the UAE together. They will build enterprise solutions for large UAE organisations.
What is missing. Neither ADNOC, OpenAI nor the Media Office gave amounts, payment terms, compute volumes or a launch timeline for the energy agreement. We do not know who pays what.
Context. According to Reuters, OpenAI is racing to secure investor commitments, including from Abu Dhabi-based MGX, in a round that could value it at over $1.4 trillion. It also says OpenAI is one of the partners for the first phase of a 5-gigawatt AI data centre project the UAE is building with American tech companies. These are separate stories, and the sources do not link them to this deal.
What to check. See what amounts and timing show up in ADNOC's reports and in statements from the parties. A signed agreement does not by itself mean revenue or savings. This is an overview, not advice.
