Belgium inflation: forecast raised to 4.4% for 2027, two index steps ahead

What happened

On November 3, Belgium's Federal Planning Bureau raised its inflation forecast again. It now expects prices to rise 3.7% on average in 2026 and 4.4% in 2027. A month earlier it expected 3.7% for both years, per VRT. It also expects the pivot index to be passed in November 2026, then in February and December 2027.

Why it matters to you

Belgium ties pay to prices. Each time the pivot index is passed, social benefits and civil servants' pay rise 2%. Private-sector wages follow under different systems. More steps mean more income for many households and more pressure on the state budget, VRT notes.

What to check and watch

Statbel put October inflation at 5.26%, mostly on energy. Watch the next forecast on December 1 and whether energy prices ease. This is an overview, not advice.

What the Bureau said. On November 3 the Federal Planning Bureau of Belgium published its monthly inflation forecast. It now expects consumer prices to rise 3.7% on average in 2026 and 4.4% in 2027. For comparison, inflation was 2.47% in 2025 and 3.14% in 2024. A month earlier the Bureau expected 3.7% for both years, according to VRT. The health index, the measure used for indexation, is forecast to grow 3.3% in 2026 and 4.5% in 2027.

Indexation in plain words. Belgium ties pay to prices. The Bureau says Belgium and Luxembourg are the only European countries with generalised automatic wage indexation. The trigger is the smoothed health index. The health index is the consumer price index without alcohol, tobacco, petrol and diesel. Smoothed means the average of the last four months, multiplied by 0.98. When it reaches a set threshold, the pivot index (spilindex in Dutch), social benefits and civil servants' pay go up by 2%. Private-sector wages are indexed too, but under different systems, so raises do not land at the same time everywhere.

What changes now. The next pivot index is 102.29. The Bureau expects it to be passed in November 2026, so benefits and civil servants' pay would be indexed in February 2027. The two after that, 104.34 and 106.43, are projected to be passed in February and December 2027. Before, the Bureau listed November 2026 and April 2027. Now it lists November 2026 and February 2027, plus a new step in December 2027, according to VRT. VRT adds that this puts extra pressure on the budget.

Why prices are rising. Statbel says inflation rose from 4.69% in September to 5.26% in October 2026. Energy inflation reached 33.22% and added 2.92 percentage points to the total. Natural gas cost 52.5% more than a year earlier, electricity 23.7% more. Core inflation, which leaves out energy and unprocessed food, was 2.80%. The Bureau's forecast assumes Brent oil at $100 a barrel on average in 2026 and $97 in 2027, based on forward market prices of October 23.

What is not known. The forecast depends on energy prices, and the Bureau used market quotes from October 23. It can change in the next update on December 1. The sources do not say how much private-sector wages will rise, or when, sector by sector. This is an overview, not advice.
