What happened

On 23 October Binance applied to the Central Bank of Brazil for a crypto service provider license through its local entity BBrasil. The deadline for firms already operating is 30 October. From 27 October Brazilians lose loans, margin, Launchpool, Megadrop, HODLer Airdrops, Binance Pool, cloud mining and Alpha 2.0, and 22 tokens are delisted.

Why it matters to you

Brazil is one of Latin America's biggest crypto markets, and its new rules show what a regulated exchange looks like: fewer risky products, more reporting. Filing lets Binance keep operating, but it is not an approval yet.

What to check and watch

Check for open loans, margin positions or delisted tokens. From 1 November, sending crypto abroad requires the purpose and the counterparty's details. Watch for the central bank's decision.

What happened. Per Cointelegraph, Binance filed its application with the Central Bank of Brazil on 23 October through its local entity, BBrasil. Brazil requires crypto firms that already operate to apply by 30 October so they can keep working under transitional rules. Filing is not regulatory approval.

What closed. Binance's Brazil FAQ says that from 27 October Loans, Binance Pool, Cloud Mining, Margin, Launchpool, Megadrop, HODLer Airdrops and Alpha 2.0 are restricted. In those products you can only close positions. Loans switch to repay-only with no fees or penalties. 22 tokens are delisted, including XVG, USDE, USTC, DCR, DUSK, GMT, ZIL, RVN and STORJ. Balances stay in the account and can be withdrawn.

Futures. Binance says it does not offer derivatives to Brazilian residents. Users who already traded them on their own can move positions to a separate international account with Binance's Abu Dhabi (ADGM) entity. Otherwise positions in the Brazilian account are reduce-only.

Accounts and tax. By 29 October all Brazilian users get an individual payment account at Binance Brasil Corretora, while BBrasil provides the crypto services. Per Binance's FAQ, from 29 October trades are taxed as crypto investments in Brazil: monthly sales up to R$35,000 are exempt, above that gains are taxed at 15% to 22.5%.

Transfers. From 1 November, sending or receiving crypto to or from people and firms abroad requires stating the purpose and the counterparty's details. This data goes to the central bank every month.

Keep in mind. These changes are for Brazilian residents. Binance has announced nothing similar for other countries. This is not advice to buy or sell anything.
